The Future Development of Intelligent Transportation Systems in Poland’ Meeting
A report on a meeting with Maciej Jankowski, Undersecretary of State, Ministry of Infrastructure

On 2 February 2011, a meeting was held with Mr Maciej Jankowski, Undersecretary of State, of the Ministry of Infrastructure. The meeting was organised by the ITS POLSKA Association and discussed the “Future Development of Intelligent Transportation Systems in Poland”.

The event was attended by more than 30 members of ITS POLSKA and many representatives of, among others, the Polish Ministry of Infrastructure and research institutions.   The attendees discussed a number of topical issues related to the development of intelligent transportation systems in Poland. Answers to the questions asked by the ITS industry representatives were provided by, among others,  Minister Maciej Jankowski, Andrzej Maciejewski of the General Directorate for National Roads and Motorways (GDDKiA), Tomasz Michalski of the Ministry of Infrastructure, and Wojciech Hałka of the Polish National Institute of Telecommunications.

The agenda for the meeting was as follows:

09:00 – a formal welcome and introduction by Marek Litwin, president of ITS POLSKA
09:05 – an introductory speech by Minister Maciej Jankowski, on the future development of intelligent transportation systems in Poland
09:15 – a speech by Mr Andrzej Maciejewski, Deputy Director General of the General Directorate for National Roads and Motorways
09:20 – a discussion
10:30 – a summary of the discussion and conclusion by Marek Litwin, president of ITS POLSKA

The representatives of ITS POLSKA reminded the attendees that the problems of Intelligent Transportation Systems are not only about technology, but rather technology combined with law and economics – to be briefly, they are about the market. And the market is about human resources and the environment we live in. It is the intention of ITS POLSKA to stimulate the market to act. ITS POLSKA has made greats efforts to create and build an ITS market in Poland. To help the market develop, it was suggested that the Ministry of Infrastructure and the General Directorate for National Roads and Motorways should join forces to coordinate the implementation of strategic projects in the field.

An interesting initiative proposed at the meeting is to provide expertise to the Ministry of Infrastructure to help it build relations between the central and local government authorities. At the same time, the president of ITS POLSKA declared to the representatives of  the Ministry and the Directorate that the association was ready to hold meetings of the National ITS Council as part of the Polish ITS Congress. Minister Maciej Jankowski stressed that the question of intelligent transportation systems is not only important for the Ministry, but that it’s a challenging issue from the administrative point of view. The minister expressed his readiness to attend regular meetings dedicated to more precisely-defined issues. He also declared that the Ministry would draw conclusions from the discussions and co-operate with the Ministry of the Interior and Administration to find a way to coordinate efforts to ensure that the 112 emergency phone service and, as a result, the eCall system work properly.

Both ITS POLSKA and the Ministry of Infrastructure hope to build a long-lasting and successful relationship in implementing intelligent transportation systems.

About the guest:
Maciej Jankowski, born in Sieradz on 20 November 1960. He is a graduate of the University of Łódź, with degrees from the Department of Law and Administration (1984) and the Department of Philosophy and History (1987) and with a doctor’s degree in legal science (1991). In 1984-1985, he was a teacher at a care and educational facility in Łódź. In 1985-1993, he was a teacher at the Department of Law and Administration, the University of Łódź. Since 1991, he has been a licensed legal adviser. In 1992-1993, he was an adviser to the Prime Minister’s Office. In 1993-2006, he worked for the publishing company Polska presse as an adviser, manager, vice president and president of the Board (2000-2004). In 2007, he worked as a licensed legal adviser at a law firm. In 2008, the became an undersecretary of state at the Polish Ministry of Infrastructure. He is the author of books and articles published in academic journals.
