A summary of the Christmas business breakfast meeting of ITS POLSKA membersHonorary guest: Andrzej Maciejewski, Deputy Director General for National Road and Motorways

21 December 2012 The Le Meridien Bristol Hotel in Warsaw played host to the Christmas business breakfast meeting of ITS POLSKA members. A special guest at the meeting was Mr Andrzej Maciejewski, Deputy Director General for National Roads and Motorways. The event was organised by ITS POLAND and attended by   Marek Litwin (ITS POLSKA), Andrzej Dulka (Alcatel-Lucent), Sławomir Palczewski (Alcatel-Lucent), Waldemar Kukawskim (Alpine - Energie Polska), Adam Domaradzki (Domaradzki Services), Krzysztof Bernatowicz (Egis), Waldemar Chmielewski (Egis), Przemysław Rzeźniewski (General Directorate for National Roads and Motorways), Włodzimierz Nuta (Polixel), Andrzej Kobuszewski (General Directorate for National Roads and Motorways), Marek Kaszuba (Hewlett-Packard), Grzegorz Sobolewski (Hewlett-Packard), Ewa Wolniewicz-Warska (Kapsch Telematic Services), Janusz Wróbel (Neurosoft), Dariusz Obcowski (Siemens), Waldemar Matukiewicz (Sprint), Magdalena Taczanowska (Sygnity), Krzysztof Ducal (Sygnity), Tomasz Polichnowski (Thales), Paweł Piotrowski (Thales), Adam Kruczek (UTI Grupa Polska).

The main topic discussed at the meeting was the construction of the National Traffic Management System for National Roads. Marek Litwin, president of ITS POLSKA, began the meeting by bringing up a number of issues related to the strategy for the development of intelligent transportation systems in Poland, particularly in relation to joint work on a package of Technical Specifications necessary to systematise and standardise the process of preparing and implementing infrastructural projects involving the use of intelligent transport systems in the area of road and traffic management for national roads, carried out jointly by ITS POLSKA and the General Directorate for National Roads and Motorways.

Andrzej Maciejewski told the meeting that the requirements for the National Traffic Management System will be defined based on the European Intelligent Transport System (ITS) Framework Architecture (also known as the FRAME Architecture). “The idea behind this approach to implementing the National Traffic Management System project is to create a transparent and competitive market and to ensure that the project is closely linked with system engineering, which puts it closer to IT solutions than to traffic engineering,” the Deputy Director General for National Roads and Motorways added.

The representatives of the National Directorate for National Roads and Motorways ensured the meeting that a publicly available website-based platform for the exchange of information on the National Traffic Management System would be launched as soon as in the first quarter of 2013.

In addition, regular consultation meetings between the National Directorate for National Roads and Motorways and private-sector representatives will be held. Przemysław Rzeźniewski of the National Directorate for National Roads and Motorways stressed the fact that an important aspect of implementing the system would be to integrate its different components and that the main purpose of the National Traffic Management System was to improve road traffic.

At the meeting, Mr Maciejewski emphasised the role of ITS POLSKA as a platform for the exchange of knowledge in the area of the ITS Architecture for national road traffic management and confirmed the intention to continue technical dialogue in developing the objectives of the the National Traffic Management System.

In the second quarter of this year, the National Directorate for National Roads and Motorways is planning to invite tenders for the roles of consultant and contract engineer, and the contract (or the first partial contracts) for the construction of the National Traffic Management System will be announced in the third quarter of 2013 at the earliest. Currently, work on the architecture of the system is under way.

At the end of the meeting, the president of ITS POLSKA wished all the attendees a Merry Christmas and success in implementing the project.
