Summary of seminary for representatives of local government and road administrators
„Planning integrated ITS system using European FRAME architecture"
4th April 2014, WSB School of Banking in Torun



ITS POLAND and Municipal Roads Authority in Torun for taking part in „Planning integrated ITS system using European FRAME architecture" seminary, which took place on 4th April 2014 in Torun. Mayor of Torun was the host of the event. Approximately 100 people took part in the seminary  -  representatives of government institutions and local governments including city councils and road authorities from all around the country.

The patronage over the seminary was also taken by: Ministry of Infrastructure and Development, Parliamentary ITS and Logistics Committee, Centre for EU Transport Projects and General Directorate for National Roads and Motorways. Seminary auditorium was made available courtesy of WSB School of Banking in Torun.

Seminary was divided into two parts comprising of 7 presentations. The last part of the meeting was discussion during which seminary participants were able to address questions to the lecturers. The seminary was opened by Bartłomiej Bodio - president of Parliamentary ITS and Logistics Committee. ''We must be aware of the fact that the Intelligent Transport Systems are not longer the future - they are the present, something happening as we speak and even if we are delayed in relation to Europe or world we should strive to build foundation that will allow us to eliminate the mistakes of the pioneers. Today we are in the most important moment of designing framework on which we can build the elements of integrated system. It is very important to do it thoughtfully, according to the planned strategy because it is our safety at stake here, the communication system of cities, something we all will be using in the future" - Bartłomiej Bodio - president of Parliamentary ITS and Logistics Committee - said during his lecture.

President of Torun - Michał Zaleski - welcomed the participants on behalf of the City Hall of Torun. ''Intelligent Transport Systems in Poland must find their rightful place. We have met today to explain to everybody who are only starting to take interest in ITS that it is basically the only solution because in a city like Torun there is no possibility to continuously increase roads capacity, but it is possible to implement solutions that will not only make traffic flow more efficient but also increase safety and effectiveness of the whole transport system''- said Michał Zaleski, president of Torun.

Series of lectures presented during the seminary was started by Adrian Mazur from Ministry of Infrastructure and Development, who spoke about programmed actions undertaken to implement Intelligent Transport Systems. Szymon Puczyński from  Centre for EU Transport Projects spoke about implemented ITS solutions in projects realised as part of POIiŚ. Tomasz Tupalski from Municipal Roads Authority in Torun outlined main tasks of the Traffic Management System in Torun. ''ITS in Torun will improve the city transport, increase safety and will give us the possibility to steer the traffic." - president of the Department of Street Maintenance and Record Tomasz Tupalski explained.

In the latter part of the meeting the President of ITS POLAND - Marek Litwin talked about challenges coming with implementing ITS, and the role of FRAME architecture. Last chapter of seminary were presentations of representatives of General Directorate for National Roads and Motorways - Andrzej Kobuszewski and Ziemowit Cyndrowski, who spoke about the ITS implementation strategy on national roads basing on National Traffic Management System (KSZR) and outlined the plans for partnership between GDDKiA and KSZR stakeholders using the FRAME architecture.
